If you sell Electric and Electronic Equipment in the EU, you need to comply with energy efficiency labeling (EEL) requirements. Additionally, if your products are also sold in Germany, you must also comply with the requirements of Waste Electrical and Electronic equipment Directive (WEEE). To help with this, we’ve prepared regulatory guidance and a toolkit early for you, to support your path to success in Europe!
Many everyday items on the Amazon Marketplace, such as washing machines, refrigerators, and kitchenware, have energy labels so that buyers can identify electrical energy consumption. In the European Union, sellers are also required to provide relevant energy efficiency and energy consumption information on product labels.
Pay attention!According to the latest notice, all products that do not comply with the requirements of the “EU energy efficiency labeling law” began to be gradually removed from Amazon Germany on March 3 and are not allowed to be sold.
● 1. What are energy efficiency labeling regulations?
The EU energy efficiency labeling regulations establish a framework of rules for EU member states that requires product labels to provide information related to energy efficiency, energy consumption, and other resource consumption. The purpose of these regulations is to enable buyers to choose the most energy-efficient products, thereby reducing their energy consumption.
● 2. Which products are subject to energy efficiency labeling regulations?
The EU energy efficiency labeling regulations apply to energy-labeled products. These products are sold to EU consumers or used within the EU, and they consume energy during use. Examples of energy-labeled products include air conditioners, lighting products, electronic displays, washing machines, dishwashers, tumble dryers, and refrigerators, including products used in commercial environments. EU energy efficiency labeling regulations do not apply to used products, but used products imported from outside the EU are subject to these regulations.

In Germany and throughout the European Union, suppliers of products subject to EU energy labeling regulations (including but not limited to washing machines, dryers, dishwashers, electronic displays, refrigerators, and lighting) are required to do the following: Sellers selling energy labeled products on the EU Amazon website are required to comply with these regulations and upload energy labels and product information sheets on Amazon Seller Central.

You need to log in to Seller Central, go to the Extended Producer Responsibility compliance information page to submit your WEEE-Reg.-Nr., and you may need to take steps to comply with recycling requirements.

Any missed registration or submission may result in non-compliant products being removed. If you have any objections to the brand and device type shown in the upload link, please contact Seller Support.
Notes:
❶ When filling this out, enter only the 8 digits. Do not add DE before the number;

◉ Step3: The system will determine whether your device type has WEEE obligations. There are mainly the following two situations👇

When you do not have a brand for the device type you sell (the system currently determines that there is no WEEE obligation for that device type), you do not need to submit your WEEE-Reg.-Nr number, as shown below:

When you have brands for device types that are currently on sale (the system currently determines that there is a WEEE obligation for that device type), you need to submit your WEEE-Reg.-Nr number, as shown below:

After you submit your WEEE-Reg.-Nr. number, the system will show 2 statuses, as follows:
✨ Status 1: Submitted
After you submit your WEEE-Reg.-Nr number, the status is updated to the gray “Submitted”, which means the WEEE-Reg.-Nr number is awaiting review. As shown in the figure below:
✨ Status 2: valid/invalid
After the seller submits the WEEE-Reg.-Nr number, the status is updated to green “Valid”, which means the WEEE-Reg.-Nr number has been verified. After you submit the WEEE-Reg.-Nr number, the status is updated to red “Invalid”, which means the WEEE-Reg.-Nr number did not pass verification and needs to be corrected. As shown in the figure below:
Special reminder: what if the WEEE-Reg.-Nr number is invalid?
If the WEEE-Reg.-Nr number you provided is invalid, go to the 9 device type links in the compliance portal to check the reason, then make changes based on the steps for that reason and resubmit. There are 4 scenarios in total for your reference:
Case 1:
If “the device type of the registration number does not match the information from EAR”, you need to:
❶ Please contact your service provider/upstream supplier/EAR to confirm that the registration number you have provided is registered for the type of equipment you sell;
❷ Once confirmed, please resubmit your WEEE-Reg.-Nr. in the compliance portal.

❷ Once confirmed, please resubmit your WEEE-Reg.-Nr number in the compliance portal;
❸ If you submitted your upstream supplier’s WEEE-Reg.-Nr number, but forgot to select the “I received this Waste Electrical and Electronic Equipment registration number from the producer in my supply chain” option. Please resubmit your registration number and check this option.
If “the brand name/producer name on the registration number does not match the information provided by EAR”, you need to:
❶ Contact your service provider/upstream supplier/EAR to ensure that the brand/producer name on the registration number matches the brand/producer name you provided to Amazon;
❷ Once confirmed, please resubmit your WEEE-Reg.-Nr number in the compliance portal;

Scenario 3:
If it is “the registration number you provided can be found in the government registration database, but it has expired”, you need to:
❶ Verify that you have completed your EAR registration and meet the compliance requirements of the German Electrical and Electronic Equipment Act;
❷ If you have submitted the registration number of an upstream supplier, please contact the upstream supplier to confirm that it meets the compliance requirements of the German Electrical and Electronic Equipment Act;
❸ If you do not meet the compliance requirements, please click this link to start the registration process yourself;
❹ Once confirmed, please resubmit your WEEE-Reg.-Nr. in the compliance portal.
If it is “the registration number you provided can be found in the government registration database, but it has expired”, you need to:

If the status is “valid,” you do not need to take any further action. However, if the status is “invalid,” please refer to the reasons provided and take appropriate action.
⚠️ Even if you have submitted all currently required WEEE-Reg.-Nr. numbers. You will still need to check the compliance portal regularly as Amazon will continue to update your product information and may add additional brands requiring registration numbers to be uploaded to the compliance portal in the future.
⚠️ Please do not resubmit the registration number you entered during the verification period. This will cause your registration number verification process to begin again, further delaying the verification process. After Amazon verifies it, the status of the WEEE-Reg.-Nr number you submitted will change from “submitted” to “valid” or “invalid + reason for invalidity”. ⚠️ Even if you have submitted all currently required WEEE-Reg.-Nr. numbers. You will still need to check the compliance portal regularly as Amazon will continue to update your product information and may add additional brands requiring registration numbers to be uploaded to the compliance portal in the future.
Scenario 2: If you haven't completed registration

This solution is available to all Amazon sellers, and professional service providers selected by Amazon can provide support in Chinese. ● 2. WEEE FAQ
❓ Q1: Can I directly use my upstream supplier’s WEEE-Reg.-Nr.?
If you are not a producer, but the products you sell are subject to EPR requirements, you need to obtain the applicable WEEE-Reg.-Nr. from your upstream supplier and provide Amazon with the product's WEEE-Reg.-Nr. as proof of compliance. If you are not a producer and cannot obtain the applicable WEEE-Reg.-Nr. from your upstream supplier, you need to register and provide Amazon with your own WEEE-Reg.-Nr.
❓ Q2: How does Amazon verify my WEEE-Reg.-Nr.?
After you provide the WEEE-Reg.-Nr number in the Extended Producer Responsibility Compliance Portal, Amazon will verify your registration number through EAR.

❓ Q3: For German WEEE, do I need to appoint an authorized representative to fulfill obligations on my behalf?

❓ Q4: What should you do if Amazon opens a window for the wrong device type?
First, conduct a self-check. If, after completing your self-check obligations, you still believe that Amazon opened a window for the wrong device type, be sure to contact Seller Support to file an appeal.

Directive 2014/35/EU is the Low Voltage Directive, which sets out requirements related to electrical equipment intended for use within certain voltage limits in order to provide a high level of health and safety protection for people, livestock, and property. The requirements include safety objectives for the design and manufacture of electrical equipment, labeling requirements, the applicable conformity assessment procedures. LVD also imposes obligations on manufacturers, importers, and distributors.
If you manufacture, import, or distribute electrical equipment intended for use within a specific voltage range and sell it in the EU, you are required to comply with LVD requirements.
● 2. Which products are within the scope of the Low Voltage Directive (LVD)?
LVD applies to electrical equipment designed for use only within the following voltage limits:
❶ Rated AC voltage is 50–1,000 V

During the product selection stage, you can use the Compliance Reference (Compliance Knowledge Portal, hereinafter referred to as CKP) tool to stay up to date on compliance policies related to listing new products and expanding into new categories, look up compliance requirements and solutions for high-risk product types sold on Amazon (such as children’s toys, hair dryers, lighting products, and power banks), and access selected compliance service provider information to help you choose compliance solutions.

👉You can access the “Compliance Reference” tool through the following path: log in to Amazon Seller Central, click “Performance” > “Account Health” > “Manage Your Compliance,” and search for products using the 3 methods in “keyword/select product type/HS code search”.
During your operations, you can use the Manage Your Compliance (MYC) tool to upload compliance documents, manage compliance matters for your active listings, resolve compliance issues in a timely manner, and meet compliance requirements more easily. In 2023, the “Manage Your Compliance” tool will also add introductions to compliance policies such as “Extended Producer Responsibility (EPR)” and “General Product Safety Regulation (GP),” connect you with an integrated network of compliance service providers, and enable online communication with service providers.
