Fulfillment by Amazon Pan-European (Pan-EU, hereinafter referred to as Pan-EU) is a warehousing and fulfillment solution specially launched by Amazon for sellers looking to expand across Europe. Simply put, sellers only need to send their products to any Amazon fulfillment center within the EU. After estimating product demand, Amazon automatically distributes that inventory closer to buyers.
When you receive a buyer order, it takes only 1–2 days for your products to reach the buyer, giving buyers a better experience. And no matter where the products are shipped from, sellers only pay local delivery fees and do not need to pay the per-item cross-border shipping fee charged by the European Fulfillment Network (EFN), helping you sell products across Europe at a lower cost
Both Xiaoming and Xiaozhang sell on Amazon Germany and Amazon Italy.
Xiaoming
Registered tax IDs in Germany and Italy, enabled Pan-EU, and after sending inventory to a warehouse in Germany, Amazon automatically allocates inventory to warehouses in Italy based on estimated sales. When Xiaoming receives an order from Germany or Italy, he only needs to pay: the local standard delivery fee.
Xiao Zhang
Opened Amazon Germany and Amazon Italy, registered only a German tax ID and sent inventory to an Amazon warehouse in Germany, without using Pan-EU. When Xiao Zhang receives an order from Germany, he needs to pay the local standard delivery fee; when he receives an order from Italy, Xiao Zhang needs to pay the local standard delivery fee + cross-border delivery fee.
Sellers, please note:
A VAT number is required for sellers to store inventory in the destination country. If you do not have a valid VAT number in the destination country (such as Germany), you cannot store inventory there.
Now, the service coverage of Pan-EU has expanded further. In addition to Germany, France, Italy, and Spain, 4 new Amazon Marketplaces have been added: the Netherlands, Poland, Belgium, and Sweden. In addition, Poland can now also be used as a standalone option for Pan-EU inventory placement!
Please note:
🚩You can flexibly set your inventory storage countries (France/Italy/Spain/Germany/Poland) based on your business expansion priorities. We recommend that you register VAT numbers in more countries/regions, or manually enable more storage countries, so Amazon can sell and store your products in more countries/regions.
*If the seller has VAT numbers and local inventory in Germany, France, Italy, Spain, and Poland, then all countries have 0 cross-border logistics fees.
🚩 Once the seller has enabled inventory allocation in Germany, they only need to pay local delivery fees for ASINs using Pan-EU on the Dutch and Swedish sites.
🚩 Once the seller has enabled inventory allocation in Germany or France, they only need to pay the local delivery fee for Pan-EU ASINs on the Belgium site.
🚩 Due to Brexit, Amazon will stop transferring Pan-EU inventory between the UK and the EU from January 1, 2021, and sellers are required to ship their inventory to Amazon fulfillment centers in the UK and Europe separately.
Condition 1
Create active Fulfillment by Amazon ASINs on all listed Amazon European Marketplace sites, link each ASIN offer to the same inventory pool, and register the ASIN in Pan-EU.

① Create Fulfillment by Amazon ASINs and make them active
Download the Pan-EU FBA eligible ASIN report. All Fulfillment by Amazon ASINs eligible for Pan-EU registration must be active in all required Amazon European Marketplaces in Manage Inventory (seller-fulfilled ASINs that are eligible for registration must be converted to Fulfillment by Amazon).

② Create an offer
Create Fulfillment by Amazon offers for eligible ASINs in each European Marketplace (except where a Fulfillment by Amazon offer already exists).
③ Manage registration status
ASINs with active Fulfillment by Amazon offers remain registered for Pan-EU at all times. If the offer is inactive, the Pan-EU status will display as "registration is about to end," and the seller will then have 14 days to make the offer active.
