It won't. Amazon will not charge you for the Amazon Vine Plan if you do not receive a review within 90 days or more than 90 days from the date your product was made available to Vine Voice.
Q2: If I register 3 or more products for my parent ASIN and receive Vine reviews, will I be charged?
Meeting. During the campaign, if you register > 2 products for the parent ASIN and receive ≥ 1 review within 90 days, Amazon will charge your Amazon Vine Program registration fee of $200 per parent ASIN; if you don't receive a review within 90 days, there will be no fee.

Q6: Can the H&B (Heavy and Oversized) ASINs I sell participate in the promotion?
Impossible. Since Vine Voice's existing interface doesn't support scheduled delivery, H&B (Heavy and Large Item) ASINs can provide a better delivery experience for their buyers by using scheduled delivery. Therefore, in order to avoid bad reviews for your ASIN due to poor delivery experience, North American and European sites (English/French/German/Italian/West) will no longer support Vine Program registration applications for H&B (Heavy and Large) ASINs starting May 18, 2023. The Japanese station will also implement this policy from June 18, 2023.
