The Pan-European Inventory Accelerator (COS) brings a new upgrade to Amazon Logistics Europe Integration Service (Pan-EU). Once enabled, you only need an EU VAT number in Germany, France, Italy, or Spain to enable local storage in Germany, France, Italy, and Spain for eligible ASINs in these countries* with zero cross-border fees*.
Please note:
1 If you have a German VAT number, you can start Pan-EU through the Pan-European Inventory Accelerator (COS), where Amazon stores inventory in Germany, France, Italy, and Spain.
2 If you have a VAT number in France, Italy, or Spain, you can open Pan-EU through the Pan-European Inventory Accelerator (COS), where Amazon stores inventory in France, Italy, and Spain, but is temporarily unable to store it in Germany**.
3 If you don't see the COS option in Seller Central right now, it may be because you don't have at least one German, French, Italian, or Spanish VAT number verified in the EU and Amazon platforms in the back office, or you need to wait a while.

When sellers upload a German EU VAT registration number and enable inventory allocation in Germany, they only need to pay local delivery fees for ASINs using Pan-EU in the Netherlands, Sweden, and Belgium, and 0 cross-border fees; when the seller uploads a French EU VAT (VAT) registration number and enables inventory configuration in France, they only need to pay local delivery fees for ASINs using Pan-EU in Belgium.

The Pan-European Inventory Accelerator (COS) works by the following logic: Amazon buys your inventory first and resells that inventory to end buyers when they place an order. Once the product has been added to the Pan-European Inventory Accelerator (COS) and won the shopping cart, customers will see the item displayed as “Fulfilled and sold by Amazon, provided by [your store name]. ” At the same time, prices, product information, promotions, and returns for these products operate in the same way as standard Amazon Logistics.

● Have a verified value-added tax (VAT) tax number in at least one country in Germany, France, Italy, and Spain
● Registered with Amazon VAT Calculation Service (VCS) and using invoices generated by Amazon
● There are no established companies (POE) in countries that have joined the COS program
● There are products that meet COS requirements and are listed simultaneously on Amazon in Germany, France, Italy, and Spain
● If located in the European Union, you must register for UOSS
● Have a verified value-added tax (VAT) tax number in at least one country in Germany, France, Italy, and Spain
● Registered with Amazon VAT Calculation Service (VCS) and using invoices generated by Amazon
● There are no established companies (POE) in countries that have joined the COS program
● There are products that meet COS requirements and are listed simultaneously on Amazon in Germany, France, Italy, and Spain

Practical analysis
Three sellers, Xiao Zhang, Xiao Ming, and Xiao Wang, have launched Amazon in Germany and Italy:

Xiao Zhang
Pan-EU has been launched, has VAT numbers for Germany and Italy, and has launched local storage in France and Spain through the COS program. When Xiao Zhang receives an order from seven European countries, he only needs to pay: local standard delivery fee.

Xiaoming
It has a German VAT number for 1 country, but Pan-EU was launched through the CoS Program. Amazon buys the seller's inventory in Germany and automatically allocates the inventory to Italian (and French and Spanish) warehouses based on sales estimates. When Xiaoming receives orders from seven European countries, it only needs to pay: local standard delivery fees.

Registered a VAT number in Germany 1, did not open Pan-EU, and launched the European Delivery Network (EFN). When Xiaowang receives an order from Germany, he only needs to pay the local standard delivery fee; when receiving an Italian order, he is required to pay the local standard delivery fee+cross-border delivery fee.

Q1 How will orders placed through COS registration for Amazon Logistics Europe Integrated Service (Pan-EU) be displayed in the seller dashboard?
COS orders will appear as B2B sales to Amazon (also known as buyers). You can find details about this transaction in Seller Central, and you can also find relevant information in “Your Orders” and “FBA Reports”, just like any other standard FBA transaction.
Q2 Can I check the quantity and location of inventory stored in COS countries/regions?
Yes. You can check the quantity, age, and inventory performance of inventory stored in Pan-European Inventory Accelerator (COS) countries from the inventory-related reports in Seller Central. You still own your inventory until you buy it on Amazon.
Q3 How will registration for Amazon Logistics Europe's integrated service through COS handle customer returns?
A returned item is an item that the buyer sends back to the fulfillment center. Amazon evaluates the condition of each returned item. If Amazon determines that the returned item is sellable, Amazon will ship the item back to your inventory in a country where the VAT configuration has been enabled. If Amazon determines that the item in question is unsellable (for example, defective or damaged), Amazon will determine who is responsible for the condition of the item. If you accept responsibility for an unsellable return, Amazon will reimburse you and the item will not be added to your inventory. Amazon is not responsible for, and does not reimburse, items returned by the buyer due to damage, recall, defects, or violations of Amazon policies or other similar reasons. Once the item is returned, Amazon will add the item to your unsellable inventory in the country where the VAT configuration has been enabled.
Q4 Can I control my inventory storage in specific countries/regions where inventory placement is enabled?
No. By enabling COS inventory placement in some countries/regions, you authorize Amazon to distribute and store Amazon Logistics inventory in countries where you have provided VAT in countries that have registered COS. Amazon can then move inventory between European fulfillment centers at its sole discretion at no additional cost to you. If you have COS placement enabled in a country, you will receive European integrated service placement offers for relevant stores in that country, and you only need to pay local delivery fees for orders from that store.
Q5 Do I need to change how the inventory warehousing fulfillment center network works?
No. You will continue to send inbound inventory to countries where you have provided your VAT registration number in Seller Central.
Q6 Can I use Deals, Promotions, and Coupons (DPC) by registering for the Amazon Logistics Europe Integrated Service through CoS?
Whether you use a tax ID or start local warehousing through COS, you can DPC your offer (“Shipped by Amazon, sold by [your store name]” at the front desk). These offers are shipped from warehouses in the country where you have a tax ID (VRN) and are charged local delivery fees. If the order is delivered to a COS country, the delivery time may be slower. You are currently not able to DPC a COS offer (the front desk shows “Delivered and sold by Amazon, provided by [your store name]”) in the COS country's marketplace.
Q7 Can I advertise after registering for Amazon Logistics Europe integration service through COS?
Regardless of whether you use a tax ID to open inventory or start local warehousing through COS, you can advertise SP on your offer (“delivered by Amazon, sold by [your store name]” at the front desk), but SP ads will only work properly after the offer wins the shopping cart; you cannot currently advertise SP on COS offers (“delivered and sold by Amazon, provided by [your store name]”). You can place an SB ad on your offer (“Delivered by Amazon, sold by [your store name]” at the front desk), and the SB ad works fine regardless of whether the offer gets a shopping cart or not. Currently, you cannot advertise SB on COS offers (the front desk shows “Delivered and sold by Amazon, provided by [your store name]”).
