Before 12/31, sellers in the Europe marketplace who do not provide COO information for their products’ Country of Origin will be prohibited from cross-border sales

July compliance bulletin:
1/ Europe marketplace & United Kingdom marketplace sellers: if you do not provide the product Country of Origin (COO) information by 12/31/2024, you will be prohibited from selling cross-border!
2/ Germany marketplace sellers: 30 days left to resubmit your WEEE registration number for review, or your products will be removed from sale!
3/ United Kingdom marketplace sellers: the FHDDS suspension of the “Create new UK shipments” permission is now in effect!
4/ France marketplace sellers: Starting in July, the EPR payment service will begin charging fees!
According to EU-UK customs trade regulations, Amazon will collect Country of Origin (COO) information for products delivered through the Fulfillment by Amazon (FBA) last-mile logistics program:
If a product is produced or manufactured entirely in one country, that country is usually the product’s Country of Origin. If a product’s production or manufacture involves multiple countries, the Country of Origin is usually the place where the product last underwent a “substantial transformation.”
If you do not provide Country of Origin information for products (SKU level), your Fulfillment by Amazon products will be affected as follows:
🔶 For existing selection: If you do not provide Country of Origin information for all existing products in scope by December 31, 2024, your products will be considered non-conformity and will be prohibited from cross-border sales.
🔶 For new listings: If you do not provide the product’s Country of Origin information, you will not be able to successfully create a new listing.
First, you need to download the Category Product Report yourself (path: Seller University > Data Reports > Inventory Reports > Category Product Report) to identify SKUs missing COO information. If that page does not display the Category Product Report option, you can contact Seller Support to request access to the Category Product Report.
Method 1: Upload one by one
Step 1:Select “Inventory > Manage All Inventory,” and go to the edit page.
Step 2:Depending on the product type, the COO attribute value may appear in different locations on one of the following four pages (you need to open each page one by one and use “ctrl+F” to search for the keyword “Country of Origin,” then select the product’s Country of Origin information in the matching attribute):
a. Safety and compliance
b. Product Details
c. Offer
d. “More details” tab
Method 2: Bulk upload
Step 1:Go to the Add Products via Upload page.
Step 2:Under “Download spreadsheet,” select “Get product template.”
Step 3:Open the template you just generated and fill in the following four columns (if you encounter template errors or other issues during the upload process, please contact Seller Support promptly):
🔸 Column A “feed_product_type”: Provide the product type for the ASIN whose Country of Origin information you want to update
🔸 Column B “item_sku”: provide the SKU for which you want to update Country of Origin information
🔸 update_delete column (column location varies by product type): Select “PartialUpdate” (this setting ensures that attribute values not populated in the template in your catalog remain the same)
🔸 country_of_origin column (column location varies by product type): provide the product’s Country of Origin information
Step 4:Save a copy of the file.
Step 5:Go to the "Upload Your Inventory File" page.
Step 6:go to your file, or drag and drop the file, then click Upload.
If you don't know the country of origin of the product, you can contact your supplier and they should be able to provide you with this information. You can find more guidance on how to identify COO information for the UK, the EU, or other regions (such as the US) through the following resources.
1. Do I need a certificate to prove my COO information?
No, you do not need to upload a certificate of origin in Seller Platform. You can check the EU and UK government guidelines below to see if customs authorities require additional certificates. However, Amazon does not require sellers to upload any supporting documents for Country of Origin information to Seller Central.

2. I’m not the manufacturer of the product, but my supplier didn’t provide COO information. Where can I find COO information?
Your supplier is best positioned to support you in accurately determining this information, as they likely needed to provide it when they first sent you the goods. If your supplier is unable to provide Country of Origin information, you can seek further support from your Customs broker.
3. My product has multiple countries/regions of origin, which one should I use?
If a product is produced or manufactured entirely in one country, that country is generally the product’s Country of Origin. If a product’s production or manufacture involves multiple countries, the Country of Origin is generally where the product last underwent a “substantial transformation.”
If you are unsure which country to use as the Country of Origin for the product, contact the supplier directly, as they are best able to support you, or contact your Customs brokers.
4. Do I need to update COO information at the ASIN level or SKU level?
SKU level.
5. Can I provide more than one COO?
You can only select a country/region as your country of origin from the “Country of Origin” drop-down menu. Amazon can now edit the "Country of Origin" field, allowing you to update the country of origin when changes are made.
6. Why is it necessary to upload Country of Origin information to participate in any Fulfillment by Amazon export program?
Providing Country of Origin information is a mandatory requirement for Fulfillment by Amazon (FBA) products. If you believe you do not need to provide Country of Origin information for your products, please contact Seller Support.

Amazon found in the EPR compliance portal that some sellers had uploaded WEEE registration numbers that were noncompliant (expired or belonging to Amazon), so sellers need to take action to resubmit valid registration numbers within 30 days.
Amazon sent an email notification to the relevant sellers on June 17 with the subject: please submit your WEEE registration number within 30 days to avoid listing deactivation. If the seller does not submit a valid German WEEE registration number (WEEE-Reg.-Nr) within 30 days from June 17, the product will be deactivated on Amazon.de.
① Please check the registration number information on the Stiftung ear portal and identify the issue.
Step 1:Log in to the EAR portal above, and enter the WEEE registration number you provided in Seller Central’s Compliance Portal in the input box after “WEEE-Reg.-Nr.DE” in the title bar.

Step 2:Click the "Marken anzeigen" button at the bottom of the page.
Step 3:In the information that pops up at the bottom of the page, check whether the brand name in the “Marke” column matches the brand required by your compliance portal.
Step 4:Check whether the category corresponding to the “Marke” column matches the category required by your compliance portal.
Step 5:Check whether there is a date in the “Marktaustritt” column. If there is, your registration number has expired.
② In response to the above issues, if you are a producer, please contact the service provider to register a German WEEE registration number corresponding to your brand and equipment type combination, and submit a valid German WEEE registration number on the compliance portal.
③ If you submitted an upstream supplier’s registration number, please contact the upstream supplier to ensure that you are authorized to submit that registration number as proof of compliance, so this does not affect the timeliness of your compliance review. Then submit a valid German WEEE registration number in the compliance portal, and select the checkbox “By selecting this checkbox, you confirm that you are not the manufacturer of this equipment type under this brand and that you have obtained this registration number from an upstream supplier.”
④ If you believe the invalid status was determined in error, you can directly contact Seller Support on the Seller Central Help page to appeal, and be sure to provide the following required information. A specialized team will review your request later.

Recently, many sellers may have noticed that their ability to create new UK shipments for Fulfillment by Amazon (FBA) in the United Kingdom has been suspended. The reason for the permission restriction is that the seller has not met the compliance requirements of the UK FHDDS (Fulfillment House Due Diligence Scheme).
The regulation requires you to prioritize providing the import entry number (IEN) for products that entered Amazon’s UK fulfillment centers on or after April 1, 2024. You must also provide the IEN for past Shipments that entered Amazon’s UK fulfillment centers on or after January 1, 2024. If you do not submit the IEN or select a reason code within 60 days after the goods arrive at Amazon’s UK fulfillment centers, you will be restricted from creating new UK Shipments starting June 30, 2024.
Step1: Please contact your carrier/freight forwarder immediately and prioritize obtaining the IEN required for shipments that entered Amazon’s fulfillment centers in the UK on or after April 1, 2024 and have been there for more than 60 days.
Step2:After receiving the IEN, go to the shipment processing progress page through Seller Central “Menu > Inventory > Shipments,” or copy the following link into your browser: https://sellercentral.amazon.co.uk/gp/fba/inbound-queue/index.html. Find the shipment ID for the shipment that cleared customs with this IEN, and under the affected shipment status, find the IEN window for “Incomplete import details.”
Step3:Please select the corresponding option based on your IEN status.
🔸 If you have already obtained an IEN, please select “This shipment has an import record” and enter a valid IEN.
🔸 If you have requested an IEN from your carrier/freight forwarder but have not received it, you can select the reason code “This shipment has no import record > My products were imported, but my broker or logistics provider did not provide the IEN as requested.”
🔸 If your shipment did not cross the border, but was purchased from within the UK and delivered to an Amazon fulfillment center in the UK, you can select “This shipment has no import record > I purchased these products in the UK”.
Please note that checks may be carried out to ensure the validity of the answers provided.
Step4:Once you have completed the IEN upload or reason code selection for all non-compliant shipments sent to UK fulfillment centers on or after April 1, 2024 that have been there for more than 60 days, your permission to create UK shipments will be restored immediately.

Sellers in the France marketplace should note that starting in July 2024, Amazon will charge sellers an annual service fee for the "payment service" for products in applicable EPR categories sold on Amazon.fr in 2023, and will recoup the eco-fees generated by sellers’ sales subject to EPR regulations.
If the seller has not submitted a valid registration number for one or more Extended Producer Responsibility categories, then starting in 2022, the seller will be automatically enrolled in the payment service for applicable Extended Producer Responsibility category sales on the Amazon.fr marketplace.
To help explain the calculation logic for pass-through service fees that sellers care about most, we’ve put together the following table. Please note that all data related to eco-contributions in the example is for illustration only. Please refer to the actual eco-contributions billing report you receive.
If a seller first sold products in the relevant category on Amazon.fr between January 1, 2023, and December 31, 2023, inclusive, Amazon will provide the pay-on-behalf service free of charge in 2023 for the seller's products sold in the relevant category. The promotion will automatically be applied to all eligible sellers.
Case 1
Seller Zhang San began selling products on Amazon.fr in the first quarter of 2022 and sells products in the "packaging" category; the eco-fee for 2023 is €49.90, and the quarterly eco-fee for sales in the electrical and electronic equipment (EEE) category is €20.55. How much in total does Zhang San need to pay in environmental fees and service fees for 2023?
Case 2
Seller Li Si only started selling products on Amazon.fr in the first quarter of 2023, selling products in the Packaging category, with a 2023 eco-fee of €49.90 and a quarterly eco-fee of €20.55 for sales in the electrical and electronic equipment (EEE) category. How much in total does Li Si need to pay in environmental fees and service fees for 2023?
For sales transactions in 2024 and later, if you are automatically enrolled in France’s quarterly Extended Producer Responsibility proxy payment classification and want to stop using this service, you must submit a valid registration number in Amazon’s Extended Producer Responsibility compliance information portal before the last day of the quarter in which you want to stop using the service.
Likewise, for annual categories, please submit your registration number on the Extended Producer Responsibility compliance portal before December 31; for semiannual categories, please submit your registration number before the end of the applicable half-year period (June 30 and December 31). Verification of registration numbers can take up to 5 business days, so Amazon recommends that you submit your registration number as soon as you have it.
