Is product compliance important?

Customer safety is paramount to Amazon. Our goal is to ensure that customers can buy relevant products with confidence from sellers without worrying about the safety, quality, or reliability of the products. As a seller, it's important to understand Amazon's guidelines on restricted products, dangerous goods shipping and storage, and product safety and compliance. This helps improve your chances of becoming a successful seller on Amazon, and helps you avoid selling restrictions due to non-compliant products.

Importer of Record
The Importer of Record (Importer of Record) requires the importer of goods imported into the US. The importer is subject to the following obligations:
Ensure that imported goods comply with the laws and regulations of the importing country.
Submit relevant customs clearance documents to complete the import declaration
Pay the full amount of customs duties and other additional taxes on the product in the importing country
Amazon also includes our operating center and will not use FBA as the importer for any goods shipped using FBA. This policy applies to imported goods regardless of size, value, and origin.
Non-Resident Importers
Non-resident (foreign) importers can import goods into the US. If you want to become a non-resident importer, please contact your cooperating customs broker and freight forwarder for more information

A customs broker (hereinafter referred to as a customs broker) is an individual or company authorized and approved by the US Customs and Border Protection (CBP). Customs brokers specialize in the business of submitting import and export declarations, arranging payment of taxes due, and clearing goods under the supervision of US Customs, while also handling other customs operations on behalf of the importer.

In order to make it easier for you to find the relevant customs broker, please go to the “Import Port Confirmation Page” on the US Customs website to find the relevant customs broker information at your port. If you don't know the port of import of the goods, please consult companies such as Fedex, UPS, DHL, Expeditors International, and Samuel Shapiro. They are familiar with Amazon's business policies and can assist you.

We recommend that you communicate with your partner freight forwarder or courier to understand the relevant fees and requirements before shipping the goods.
Import duties and shipping costs
Amazon is not responsible for any taxes and shipping costs associated with FBA goods. All imported goods need to use the DDP trade term, or the “door-to-door delivery” delivery method. Any goods shipped to Amazon fulfillment centers that are subject to relevant taxes or shipping costs will be rejected.
Customs clearance documents
Importer of Record

Ultimate Consignee
Although Amazon cannot act as the importer, we allow Amazon to appear as the final consignee on your customs documentation. However, you need to follow the “in care of FBA” writing format.
If Amazon is listed as the final recipient, email 您的海关报关行需要在货物发运前向sellerimports@amazon.com to obtain the EIN or tax number required for the relevant customs clearance.
Return of imported goods
Amazon is currently unable to return items stored in Amazon fulfillment centers outside of the US. Also, it is not possible for sellers to pick up goods by picking them up directly at the fulfillment center. If you wish to return an item, you will need to provide a return address within the US in Seller Central's Create Removal Order feature.
