Amazon has implemented a new “direct verification” requirement for children’s toys, requiring sellers to complete annual compliance verification through Amazon-recognized third-party testing, inspection, and certification providers (TIC). This new requirement is mandatory for sellers who sell children’s toys in the following Marketplaces:

Amazon has been notifying affected sellers since September, and failure to complete verification on time may result in product removal and affect normal sales. If you sell children’s toys, please follow the guidance below and take action:
● Check now: closely monitor [Account Health → Policy Compliance → Food and Product Safety Issues] to see whether you have received an alert from Amazon.

● Required: please complete the following before the deadline
○ Identify a TIC service provider and submit the TRF (Important: be sure to ensure the TRF ID is created successfully)
○ Pay the fee to the TIC service provider
○ Provide any one of the following materials to the TIC service provider:
✅ A) Send product samples to the TIC laboratory
✅ B) Submit your existing external test reports or compliance documents

Not completing the creation and submission of the TRF in the backend will be treated as if you have taken no action

Before we formally go over the compliance steps for “direct verification,” let’s first look at how it differs from the traditional verification method.We can use the table below to understand the differences:

Compliance steps:

1. Go to 【Performance】>【Account Health】>【Policy Compliance】, and click 【Food and Product Safety Issues】.

2. Find the ASIN that requires action, and click 【Submit】 on the right: the panel on the right will show two options: verify your product or appeal.

3. Select 【Verify Your Product】

4. Click "Instructions for Getting Quotes From Multiple Providers," or select a listed provider, and then click "Continue."

5. After confirming the primary contact information, click "Confirm and Continue" to submit the TRF. Once completed, you can view the TRF ID on the page

For children’s toy products, in addition to updates to the compliance process above, related policies in various countries have also changed recently. We’ve pulled out the key information to help you quickly understand the latest requirements:

Children's toys are products intended for children to use while learning or playing. (Please check the table below for applicable ages)

Product detail pages
The product detail page must meet all of the following conditions:
● Product attributes
● Model, part number, or item number
● Manufacturer or brand name
● Mandatory warning statement (not required for the Canada store)
● Manufacturer’s recommended minimum age for use (in months) or manufacturer’s minimum age (in months)

The minimum age grade listed on the product detail page must be greater than or equal to the age grade in the test report (for example, if your product has been tested for children 36 months and older, the age grade on the detail page must be greater than or equal to 36 months)

Compliance information
You are required to work with a third-party testing, inspection, and certification (TIC) service provider annually. They can either test your products or verify your existing testing documents.

If you choose to have a testing, inspection, and certification service provider verify your existing test documents through document verification, then the test documents must meet the following requirements:

Whether it will be removed depends on your testing status and results. Please refer to the chart below:

Reports issued by the US Consumer Product Safety Commission (CPSC) and ISO 17025 laboratories that meet policy requirements and have the relevant testing capabilities and qualifications are still valid. However, the report may still be rejected if it contains false information or if the testing is incomplete.

After selecting TIC, you can let them know that you already have a test report and provide it to TIC for evaluation to confirm what related testing and review you need.

No. As long as the product information is consistent, once the ASIN submits a compliance report through a TIC service provider and passes the review on any UK or EU Marketplace, the compliance status will automatically sync to the other Marketplaces, and you do not need to submit it again.

Yes, this is possible. Please note that we recommend clarifying each party’s responsibilities with the factory and the TIC service provider in advance, especially details such as payment of testing fees and sample preparation, to help ensure a smooth process.

The test report must clearly describe the product. If the test report matches the product, it can usually be shared. Please follow the TIC service provider’s assessment.

Please select the “Request an Appeal” option, and in the additional comments section, include in the description why you think the product was misidentified, or why you think this requirement does not apply to your situation, and click Submit. Amazon will review your appeal and contact you via email to confirm if further information is required. If your appeal is approved, the ASIN will be re-listed without testing.

The TIC service provider will respond for the first time within 2 business days. Here are suggestions for effective communication:
1) State your identity and needs (for example: "Amazon seller" + "Create TRF")
2) Prefer email communication
3) Provide complete information the first time
